ok this is my first post, so sorry if i do anything wrong or someone already posted this, but, is there any other way to get the hallo rappy card?, without getting sonic hereos?

Nope. Its an E Rank card, so it cant be traded, and can't be gained through normal pulls. All that's needed is a game save, so renting the game for the save will work just fine.
