In dreamcast, the cell of mag dropped by Goobooma in Vhard Forest, is dropped offline or online? i dont know if i should spend time looking for it.

Drops do not change between offline and online. Ep 1&2 only has online only drops since it has enemies that only show up online. The drop you seek has a 1/19163 chance of showing up. Whether you want to spend time looking for that drop or not is up to how badly you want the mag it makes.
