Is it possible to take a character you have used offline for a while, then get online and play it online?

Yes, characters can be used both online and offline. I am pretty sure even the manual to PSO suggests leveling up your characters a bit offline, then taking them online.

Thanks alot for that. One more question... say my character's name is Bob, offline. There's bound to be a character online already named Bob. Would I be able to put my Bob online?

Yes, it is not like Diablo 2 Realm characters. Not to long ago, there was a Pic posted of at least 2 guys with the same name (I think it was Bob http://www.pso-world.com/psoworld/images/phpbb/icons/smiles/icon_wacko.gif), talking to/about each other in the same lobby/ship/whatever they're called.
