I play offline multi with several friends. We were going to start challenge mode soon, but I've heard that you cannot get s-ranks upon completing offline challenge, and only the gimmicky toy-weapons are available. Is this true?

S ranks are online only.
offline you either get toy weapons or a shield

Ehh. And you did them entirtely offline? Because everywhere else seems to say you can only get the toy-weapons offline for S-Rank. IE, If I did all the challenges offline with friends, could I get s-rank mechguns?

at least try to use the guides on this site.

and as stated multiple times above. the sranks offline are not the red-lettered nameable sranks you get online, they're the "joke"-weapons linked above.

They look like joke weapons because of their coloring. The toy hammer's colors are kid-friendly.

Not only because of their coloring.
Even with the correct coloring I wouldnt consider a pair of maracas or a broom to be serious attacking weps, they are in fact joke weps like rena mentioned.
But, with good char stats, you can do some rampage in Ulti with some of them http://www.pso-world.com/psoworld/images/phpbb/icons/smiles/icon_wink.gif
