I was piping with a Skyly for Pal Rappies, and after 14 I didn't find the Angel Harp. Is that weird or is it rare?

Ditto. Luck it be. I have 28 Pal Rappies under my belt as Skyly and not one yet. However, the in game drop rate is 1/22. Same as Agito 1975 from Pinkal Pal Rappies. Just depends on your luck. But the drop rates will give you a rough estimate on what around you can expect. More or less or even on, all depends on luck of the draw.
