I was on gamefaqs PSO board and I came along this...

http://cgi.gamefaqs.com/boards/genmessage.asp?board=2000044&topic=13661404

Basically the topic creator says that his asuka is stronger then the Meteor Crugel then when he uses shifta, the MC becomes more stronger then the Asuka.

No, for once, someone on Gamefaqs knows what they're talking about. Weapons with extremely variable atp (red sword, meteor cudgel, spread needle) get higher bonuses when Shifta is applied, even further increasing their range of damage.

They end up being about on par with the weaker weapons in avarage damage though.

Lain was quite clear about it, weapon with wide ATP variance get a higher Shifta boost, hence becoming more powerful than other weapons with higher ATP without Shifta, but a narrower ATP variance.

what do you all mean by ATP variance!

certain weapons, like the Red Sword, do not do the same damage evrery time the make a HIT. the Attack Power (ATP) has variable strength and does not do the same damage every time.

or just another example:

no shifta:
demo comet < meteor cudgel

shifta:
demo comet > meteor cudgel

Actually Rena, no ;-; I'm sorry

Demolition Comet has 580 fixed ATP, which means that its ATP will remain 580 even if you use Shifta.

On the other hand, the Meteor Cudgel has 330-590 variable ATP, which means that if you use Shifta the weapon will get a bonus from it.
If I apply Shifta Lv 30 on it the ATP of Meteor Cudgel will become 330-714 since only the higher ATP is affected by Shifta (that's how variance is calculated in the first place).
Since when you equip a weapon, only the higher number is shown, Meteor Cugdel will seem more powerful in both cases (with or without Shifta), but wil actually be weaker, since Demolition Comet will have 580 ATP no matter what, and Meteor Cudgel will have an average ATP of 460 without shifta and of 522 with Shifta Lv 30.

Another relevant example is the S-Rank Sword/Red Sword comparison.
A full grind Red Sword has an average ATP of 609.5 without shifta and of 660 ATP with Shifta Lv 30, whereas S-Rank Sword will always have 700 ATP.

Note that grinds do not alter variance, only ATP, i.e. Yasminkov 9000M have a unground ATP of 40-80 and ground ATP of 60-100, grinders apply to both lower and higher ATP.

well note that if you use a PB combo with 4 people in the team and all have 120% synchro on their mags, the Shifta Lv is 81, with such a high Lv Shifta, both Meteor Cudgel and Red Sword become a lot more powerful than Demolition Comet and S-Rank Sword, respectively.

But if you are offline only, S-Rank Sword is not available, and Demolition Comet is "better" since the best you can get on it is Shifta Lv 20.
