EP3-Quest: How can i do the downloadbale quests

I live in the u.k and my pso ep 1n2 is pal and ep 3 is ntsc so they are under a different serial number/access key.

I have completed the ep1n2 online quest blue star memories and it states that i can now download quests under my serial number access key which is different to my ep3 ones,

Does any one know of a way around this so i can download quests on ep3 without buying a ntsc version of ep1n2???
