Are the rare item sites right....

Because, I went to a site and took their information down and I did what the paper said for example: I was trying to get the Dragon Claw with my skly at 096 beat time and when I defeated the Sil Dragon at that time it just gave me money. So are those sites wrong or do I have to do it in continually, to get it right.
