I am a Pinkal looking for Agito, I do have to hit the Pal rappy while he is running away to get the rare, correct?

Correct, or hit them while they are getting up.

The Pal rappy has a 100% drop rate, but this doesnt guarantee you the Agito rare.

Agito drop from Pal is 1 out of 22
