Quest Help Hunterside

Hi, I am stuck I have gone around talking to every NPC i can find, I have 2 quests that are availiable in Hunterside: Sighting 3 and Development 4 however when I try and play them they say not selectable because: It's already been dispatched. What does this mean or even better what should i do next? Any ideas? Does it mean the quest has been assigned to someone else!?

it means you can;t use that character for that quest, try making a deck with a different character

Am able to progress now it was the char. I think taht char may have been in use in another quest maybe. Thx.

If you have nothing of value to contribute don't bother ... read the rules. Besides (not that I need to answer to you) I've only had the game 2 days and I'm finding it pretty tedious and repetitive already, what have they done to PSO!? >_<
