PSOBB: Photon Drops/Spheres

What do I do with photon drops/spheres in PSOBB? Are they like those enemy parts that will be totally useless until the beta is over?

Correct. I would assume that in Pay to Play the quest will exist to use them. And until then, you cant get spheres anyway.
