Today's Rate: A waste of time?

I was doing Today's rate, and I wanted to make sure I was doing things correctly. I checked with the guide here and it said getting Montogue to tech your items with attributes was only for dreamcast PSO. And in GC I only get grinders. If thats the case, is this quest a complete and utter waste of time?

It was to transform your item parts with %... But I last I heard it was removed for this version.

But this is also the only place you can get TP mats in 1&2 outside of c-mode.

Do you all have "Rappy Holiday" on GC, you can get TP mats from that quest on PSOX.
