I am playing normal and dun seem to be getting rares. So i jus wanna get some clarification. When I reach Hard and higher, I will start getting more rares?...

Yes, rares in normal have insane rarity (1/5k+ I believe), and only from certain enemies. Yes, each enemy has a set "rare" drop, but in normal, many of those set "rare" drops are normal items, not 9*+.

You could go through Hard without finding any rares, but you do have a decent chance at getting some, and many in Very Hard.

And even more in ultimate. http://www.pso-world.com/psoworld/images/phpbb/icons/smiles/icon_smile.gif Rare's aren't the top priority right now, except for perhaps a Club of Laconium which you'll find eventuallly, pinkal or not (hopefully). Ultimate provides you with a truckload of rares compared to Normal or Hard, and you should begin hunting only after you've gotten tired of normal runs, or its become too easy- which, I believe, you have a while to go.

I didn't think it possible to get a rare in normal (before I knew about drop charts). However, my bro was going thru Normal Mines on his Yellowboze. A Gilchic dropped him a DB'S Saber. I recently looked it up on the drop charts. The rate is 1/14k+.
