The first one is absolute bullshit - it's put on the internet by Weekly World News, the same guys who have periodicals at the supermarket with headlines like Bat-Boy found in Napoleon's Tomb! and Nostradamus predicted the end of Friends!. First one - Depends on what records they have for similar operations and how far they have gone before. If their are domcumented cases in which a similar limit was reached, then I'd say it's her fault. One of the risks that is involved in surgery.

Second one - Again, depends on the circumstances. If these are people that aren't licensed surgeons, so they can't operate on civilians then I can understand why plastic surgery would be an ok place to practice. Less risk to the people, and I bet the patients have to sign a paper say "Look, this guy is only learning to be a surgeon, so you are getting this done knowing the risk. so if something goes wrong and your nose is uglier than ever, then it's not our fault. Plus by having it only be military personel they don't have to worry about all the shitty law suit thuff happening (like the first article) because...they're in the military, they don't have those rights.

Now, about the tax dollars paying for it...

If they have a set budget, and they just used some of it for that, then whatever, there wasn't an increase on the taxes. But if they had to add to the budget for it then I wouldn't be as easy going with it.
