GC: Adding %s?

The photon drop/sphere guide says: "If you have successfully completed the online West Tower quest, and taken the necessary steps"
I've done west tower, but what are the necessary steps? It wont let me add anything to my weapons.

hopkins (FOnewm with sunglasses) should be on pioneer at the start of the mission. talk to him and he'll ask you to retrieve data. somewhere in seabed, there should be a comuter terminal. access it, and return to hopkins. thats it! you dont even have to complete the quest.

He doesn't tell me to do anything though, he just brings me to the place to exchange photon drops.

In the Tower quest you talk to Hopkins.

In the East Tower quest talk to Hopkins as soon as you accept the quest. He will tell you to retrieve data blah blah blah then after you defeat Eplision in that room on the opposite side from the warp there is a big computer looking thing. Click on that to retrieve the data.

Do this in the other Tower quest to add Specials to S-Ranks.
