I'm not sure, but I think i've heard someone say they're only in the online Tower Quests.

You heard correctly. Del Lilly, Ill Gill, Epsilon and 2 variants of the big flower (always mix up the names and to lazy to look'em up now) that is boss in the Jungle of Gal Da Val island are not available in any offline area. They can be found in the East Tower Quest online. These quests will also be in PSO+, making them available offline.

Yeah, the Del Lilies are only seen online and I read that Pso Plus will be released in the US on August 29. Though they said that's what they hope.http://www.pso-world.com/psoworld/images/phpbb/icons/smiles/anime2.gif
