I want to pay for it.. but I cant

Has anyone been successful at using Fleet Bank or Bank of America (they are merging) debit Cards (Visa)

Just for kicks, I tried that card while pumping gas.. it didnt work, cc company says its bcz i didnt pay bill yet.
