If you don't have online mode or PSO+, then it is impossible to find them. They are in all of the quests that have Control Tower involved I believe. That would be... East Tower, West Tower, Seat of the Heart, and Phantasmal World 4. The first 3 of these are on PSO+, so if you are offline only, go pick that up!
