S-beat arms Question

I've seen plenty of information regarding what you do once you have received the S-beat arms, but none on what you do to get the arms themselves.

Is it a random drop from Sinow Beats?

Or, is it part of a quest I've already passed? I'm currently on the "Unsealed Door" Quest. I figured I'd see if I need to stop now and get the item first before continuing.. I don't want to miss an opportunity to get a nice item like this..

BTW, the S-beats quest is doable on Normal, right?

I believe S-Beats arms is a random item. I received them on hard mode. Then I went back to normal mode where I had finished all the quests already and got them made into the blades.
