what's the difference and how can I tell which is which when i see them?

The only reason I can think of why you would want to know this is because you are looking for cheat codes for your AR. Look elsewhere, it doesn't matter what version you have otherwise.

I think it was written near the center underneath the disc.

I don't think it does. Last I heard PSO+ was 2.1.

v1.0 was the original JP release of the game, however a bug was found that allowed very easy duping to take place. To rectify this, SoJ released v1.1 for free by sending your disk in. This left importers in the dust, but that's the price. v1.0 and v1.1 servers were separate, and the v1.0 server ended service last year.

There is also a V1.0 and a V1.1 of the US version. V1.1 US had a PPPoE fix.
