Can a Varaha evolve

I have a level 200 varaha mag and it only has two photon blasts need help

Technically, no he cannot. However, Im sure a mag cell will work on him.

All non-rare mags can evolve again, and a few rare ones into specific other rare forms.
Give it to another character and feed it something. It will evolve. Cells could work too.

You can obtain mag cells by hunting the Hallo Rappy during the Halloween season (October-November) and by hunting the St. Rappy duirng the Christmas season (December-January).

give it to a ranger or force and enforce its evo... unless you cant up its stats (srry... havent gotten quite there im at 133!)
