Mag Cells are only dropped online from Episode 2 rare Rappies during Halloween and Christmas seeasons (Hallo and Saint Rappies).

Monday is Valentine's Day, which doesn't have a special type of Rappy (as the Love Rappy can be found year round offline and during the off-season online).

So the best aswer to your question: Trades.
