GC: Rare Armors

During my time playing PSO I have found 2 rare armors (Luminous Field and Spirit Garmet.) Both of them had 3 slots. My question is is there a better chance of rare armors having slots than normal armors or am I just lucky? Another thing, what is the best way to get Add Slots?

Number of slots is random.

Easiest ways for AddSlots:
1) 1 PD at Paganini's Shop (part of Gallon's Shop online only quest)
2) Redria Normal Temple Nar Lilies or Hildeblues (for non-BB).
