Adding percentages to weapons: Gallon's shop question

Hey there gang. As I said in my other question topic, I'm getting back into PSO again after over a year away from it.

Just wondering with the new Tower quests and addition of Gallon's shop to the Plus version can you add percentages to the HIT % of an item? I only ask because on one page of this site it says that you can NOT add to the HIT % and on another page is doesn't list that as a restriction.

Gallon's isn;t on plus.

You cannot get the data items offline.

This is the wrong section.

ok, now that the post is in the right section can anyone tell me if you CAN or CAN NOT add % to hit on a weapon using the Gallon's shop thingy and photon drops online?
