let say i'm a lv 200 FOmar with max atp without any atp boost unit. if i put a god/power on will that go over my limit?

There's some bending...
Like how Kasami Bracer adds 35 ATP... or S-Parts v2.01 adds 15 ATA. Like weapons, they're added stats "go past max". Course, those wouldn't have helped you equip something new or anything. MST and LCK can never "go past max".

But yeah that's getting into a different area. For the particular question of the original poster, Kef's right... the answer is no.
