To create a character:
From the main menu, select Offline, then single player. From there, select an open slot and press Create a Character. Then it will let you select a character, and from there bring you to the customization menu.
Or something like this (I haven't created a character in ages).

Spelling is far from my strong point. There are some words I always add an extra letter in.

Will be fixed from now on.
