There's multiple things to consider when factoring a drop rate. There's the chance it will drop anything at all, and there's a chance it will drop a rare (there's other checks as well I believe, but I'll keep it simple for this). The drop anything for Dark Falz and Olga Flow is set to 0%, so even though they may have a 1/64 or whatever chance of dropping their rare, that check doesn't mean much if no item is dropped to make use of it.

If by story behind it you mean how does it fit into the game's story, it's mostly like a sort of D Cell infected weapon, the same type of cells that make/alter the non-machine seabed creatures and such.
