what is the best way to hunt Evil Curst? and what level is its megid and does it have the fonewmal effect?

Well, I do not have an Evil Curst, but maybe this page (http://www.pso-world.com/items.php?op=viewarticle&artid=202) will help you figure out which enemies you will hunt.

EDIT: Looks like you will be killing Pinkal Bulclaws.

Use this page (http://www.pso-world.com/sections.php?op=listarticles&secid=50) to find out which quests to do with the most Bulclaws.
