Well, do I really have to clear all the ep1 Gov Quests on normal if I want to play ep4 on hard?

No not for ep4 but for ep2 you have to do the gov mission on normal in order to get to ep2 on hard.

Yes, but Blue Burst just isn't PSO-GC or PSO-X.

interesting how the required levs increase as the ep# goes up =D
