I think so. It's free, and you can have quite a bit of space. Some people don't like it.

25 MB exactly, No going over by even .001mb.
Hosts any file of bmp/gif/jpg/png. However lowers quality/shrinks/distorts any and all images greater then 250 kb

When you use photobucket, try to make sure that your images arent over 250 kb,
otherwise they'll get resized to itty bitty pictures.

I would suggest to use photoshop and then save it for web to retain it original size.

Open MS paint, drag it and drop the file into it, and save as a JPG.

Oh, for the love of everything that's good in the world, don't use MSPaint. http://pso-world.com/images/phpbb/icons/smiles/icon_wacko.gif MSPaint has horrible .jpg compression and it can make things look almost unbearable depending on the material; the more color, the worse.
Microsoft really should be shot for making the jpg exporting so horrible in MSPaint. http://pso-world.com/images/phpbb/icons/smiles/icon_disapprove.gif
If you don't have Photoshop or Paint Shop, download GIMP....it's a free program that should be able to export .jpg/.png/.gif/etc...with good quality: http://gimp-win.sourceforge.net/
I don't use GIMP myself so I'm not sure of how you would do that, but I imagine it would be as simple as opening your scanned pic, and the File > Save....then look for jpg. You should be able to set the quality level. I'd recommend anywhere from 20-30 for something like a pencil drawing...and 15 or less if you've got a colorful image. ^_^

MS paint is awesome, I use it for lots of things.
Though it cant compress an image worth shit.

True...that's my point. http://pso-world.com/images/phpbb/icons/smiles/anime2.gif For what it is, MSPaint is a decent program. However the exporting is rather poor, yes. Hopefully M$ will implement a few more features for it's next Paint applet next time around. >.>;
