Ragol Ring (Cuz I cant find out how to get it again)

What steps do I have to take in order to get the Ragol Ring in PSO Episode I and II Plus? I found it a while back, but now I can't remember where the info was at. Took me nearly half and hour to find it the first time, too. Some info on what I have to do to get the Ragol Ring would be nice.

Also, what EXACTLY does it do?

Thanks a lot. Saved me a good deal of time. Now just to get those dang Red Mechguns in the Ultimate Ruins.
