But, are the DC servers still up? Like the Japanese ones or are they gone for good and all that's left is the X-Box and GC ones?

Sadly, no. The DC servers have been shut down for some time.

What about the topic of new DC servers? Saw that on the sticky, not sure what it meant, though.

From what I understand, the JP and EU servers for PSO/DC are still up. The EU ones have been out for quite a while.
The sticky about the 'new' DC servers are about private servers made and maintained by hackers. Since posting hacks and ways to them here is prohibited, so is referring to these.
