you are not clear about what you want.. putting everything together is just confusing

psobb is on pc only for now, US bb is in open beta
there is 'tournament' on ep3, beta testing is for bb

network 'adaptor' here is most likely for console systems.. like gc
a network card is for your pc, you can find it everywhere..
get it online or at a lacal computer shop for under $20

Based on your PSOBB tag, I am going to assume you mean "Beta" when you said "tournament".

In any event, you only need a network adapter if you are playing PSO on Dreamcast or Gamecube. Since you are obviously able to connect to the Internet, there appears to be no need to buy a modem/network card for your computer.
