Stuck with one person quests

ive beaten all the quest up to like from the depths and all the other ruins quests. But it wont let me do any of the quests that require tuins to be unlocked. So does that mean i have to beat 4-1 or beat 4-1 through 4-5 or just get into ruins on 4-1 to unlock ruins?
