Vhard falz attack: set damage?

I'v never really used the guides to the extent of attack stats, but mainly because i'v always gotten passed vhard falz no problem. Now, he seems to be 1hitting me with his sword attack (3rd stage).. I'd like to know two things. One, in the guides for attacks there are two numbers seperated by a slash, what does each number represent? My best guess was minimum damage and maximum damage, but attacks that have "set damage" have two numbers also. For instance, Vhard falz slash attack is
VH 450/390
So, can someone tell me what his exact set damage is?

450/390 means that the attack has 450 ATP online, and 390 ATP offline.

ah, that was going to be my next guess.. although I could have sworn I saw epsilon with #/#, but I guess I was mistaken. That means offline he does 390 damage every swing?

Well, yeah. All of Falz's attacks to the same damage every time. So, you only need to build up HP if you keep dying in one hit.

That isn't necessarily true. The damage that some of Falz's elemental attacks (Rabarta/Rafoie) do will vary.
