Explain the dressing room?

Hiya,
As an old-time PSO-er returning to PSO:BB (only played EPI on DC), I have no idea what the dressing room is.

Can someone explain what it does exactly? Can you change your outfit/hair/face with it permanently?

dressing room allows human & newman to change hair style, hair color & clothes
droids can change head & outfit only
