GC: not skipping techs

i have a friend who has come up with the idea that by 'not skipping techs' (in other words, using level 15 barta only if you have level 14 barta, and not skipping ahead to level 17 until you get 16), he will get stronger techniques.

i've looked at the guides, and they don't seem to back up his theory at all...


so, before i dig out a calculator and figure out how much damage he should be doing to a booma (too lazy):

does anyone else think this? (or have they seen that the charts aren't perfect?)

1 is the weakest, 30 is the strongest. o:

And that's all you really need to know for the most part.
Basically, skipping tech numbers doesn't matter.
