So my understanding is that you can add hit to a weapon now with these... are there any restrictions as to what weapons this can be done to (s-ranks?), as well as what %s the weapon can have before they are added? (Does it need to have some % hit to start?) (Also my guess would be the 3 %s rule applies?)

The rules are the same as for adding non-hit percentages. Surprising huh?

My best guess would be that you cannot add hit to S-ranks since the custom name is stored where the %s would normally be in the weapon's code. The 3 area rule would still apply. You would not need pre-existing hit to add hit to a weapon. But I'm basing this guess on V.3 info, so I could be wrong on all counts.

S-ranks weapons - you cannot add ANY advantages to them other than giving them an element which costs around 30 pds...

The rare enemy appearance rate is something closer to 1/150 in EP4.

I don't know the enemy counts well, but the Pyro Goran/Goran Detonator drops don't look that bad to me.

The rare enemy appearance rate for EP4 is better than 256, but not a power of two? Where did you get that?

I seriouly question that rare appearance drop, for instance. I have NEVER seen a Pazuzu, nor a Dolphon Eclair, nor a Melissa AA, and I have played my fair share of ep4.
