dos on xp

is there a way on windows xp to run dos without running anything else, like on the old windows where you could shut down in msdos mode?

Try DOSBox (http://dosbox.sourceforge.net/download.php?main=1). It's an MS-DOS emulator for multiple platforms, including Windows XP.
