Mag: Mag Cell Problem!!!!!

Alright, I'm havin this problem where I have my mag at lvl 100 but the the mag cell 502 doesn't work on it? What did I miss?!? Is the mag not supposed to be rare before given the cell? Please just tell me without giving me a link to any guides.

Mag cells only work on non-rare mags.
