I play PSO plus and my quiestion is: how do you unlock the cdfs in the Hunter Guild.

I am going to assume you are talking about Central Dome Fire Swirl. It is an Episode 1 quest and there are a few quests that you have to beat to unlock it. I'm not sure which quests you have to beat though....

Im guessing you have to do all the other quests to get the Central Dome Fire Swirl. When I had to get it for my RAmarl she had to do a few quests, the last ones, then once those were done Central Dome Fire Swirl became available

Yes, all Episode I quests must be completed in order to unlock Central Dome Fire Swirl. A really nice quest for Tollaws I might add.
