Section ID Madness

Is it true you can only find certain items depending on your ID? I looked at the rare item datebase and the locations said "Reported Findings". Can I find any items i want. I know the drop rate change, but is there no way for a greenil to find a sealed J-Sword

Click on some of the Section IDs and notice that each one has different items.

As for a Greennill becoming a Sealed J-Sword "capable" ID, that probably won't be happening anytime soon.
