The last version I played (PSOX) you can only play with North Americans.

On Blue Burst, North Americans and Europeans play on the same servers. Japanese players have their own seperate servers.

It would be nice mostly because the JP community is better...

No. PSOBB JP and PSOBB NA/EU are separate games.

Why can't NA's play have the choice either of playing on JP server or the NA (North America) servers. Better that way perhaps?

you have the choice, either install the western client or the japanese one. you could also install the chinese client, if you want. see? its all up to you.

...without installing a Japanese or Chinese Client is it possible to choose which server I can play on (NA/EU, JP, and China)?

no, by choosing what client you install you choose what servers you play on. none of these clients have an option for playing on another serverset.
