Depends on which Black Ring you're talking about.

The Black Ring you get from MA 1 and 2 is not banned.

On GC and PSOX, it is possible to obtain the Black Ring after going through an ardous quest trial.

And how would one tell the difference, ToH?

Theoretically, the Black Ring on GC could have one of 6/7 different specials. The one that has been released so far only boosts ATP.

Also, there are Black Rings on V2/BB, but they have not been released yet.

Each Ring (except Red) on PSO can have one of 7 Specials:

ATP Boost (Found on Black Ring)
DFP Boost (Found on Purple Ring)
MST Boost (Found on Blue Ring)
ATA Boost (Found on Green Ring)
EVP Boost (Found on White Ring)
LCK Boost (Found on Yellow Ring)
PB Increase (Possible Red Ring special)

And they can also have the "7 colors" description (which is the only description Red Ring can have).

Can? So... I take it they can also just be a ring without any boosting ability. Or am I wrong?

No, the rings have to have an ability attached to them. There simply aren't any open hex values (in the range of a particular color) that would allow for just the ring without any boosts.

Yes there are.

You can have each colored ring with the DC description of "7 Colors" and it won't have any boosts attached to it. However, it would be banned online.

I'm talking about the new GC versions, not the older DC versions. I already know the older DC versions have no boosts http://pso-world.com/images/phpbb/icons/smiles/icon_razz.gif

Yeah, and you can have all of them with that description from DC, but you can't take them online. The boost abilities are tied with the descriptions, not the items, and the DC descriptions have no boosts.

while it is true that all six colors of rings can have one of six seven specials, such as the white ring boosting ATP rather than attack speed, there is only one "real" ring per each of the six colors, the one which is not banned, why is this? only Sega and Sonic Team know, I personally would love a collection of Black rings that each did something different, or better yet, the Red ring with some sort of special, but meh, its just not gonna happen...not on GameCube anyways, maybe PSO BB will though

Actually, there are seven specials.

The seventh special slowly increases your PB bar as you stand near other players with the same special.

It's obviously the special for a GC Red Ring, but there is no hex code for it (meaning there is no possible way to actually get a Red Ring with the description/special), so it pretty much tells us that a GC Red Ring does NOT exist.

The Red Ring in the GC version puts up all you stats and i think i gives you a slow HP and TP restoration while ur idle. Its defence boost is only matched by a standstill sheild but then again im not sure

AR isn't the only way to get it, you can item mod it also which doesn't require an AR.

No offense, but I highly doubt you are following the rules by asking that. =/

You are not allowed to ask about the specifics of cheating methods on PSOW. Also, this is a bump of a month old topic. For that, you receive your first warning.
