Help: Some random Genesis game (Bonanza Brothers)

I remember back in the day there was a Genesis game where you would go into random places and steal stuff - the second level in particular had a big rope thing you could slide down to aid in the escape of police forces.

The characters, if I am correct, didn't have necks or anything and reminded me of big Lego characters.

Anyone have an idea what game this is?
