Well, power leveling usually refers to doing runs through high-experience areas so that the participants will earn truckloads of experience in a timely manner.

So, maybe TTF if you're online, or perhaps Ult Mines or Ruins...quests like Addicting Food, depending on your level.

For Power Leveling, SoaB runs, forest only. Rinse n repeat.
