tower quests

i read somewhere that in pso 1&2 plus you can play the tower quests offline

if you can could you please tell me how

Beat Central Conrtol Area, and you can play Seat of the Heart.

Beat Seat of the Heart and you have access to East Tower.

Beat East Tower, and you have West Tower.

Beat West Tower, and you can play all 3 quests again whenever.
