Soul of Steel - Can't DL english version of the quest.

I use a japanese disc, and seems like ST didn't made the english version of this quest downloadable to importers. I post this to ask if the euro players are in same situation as me ... Can euro players download this quest ?

soul of steel was the newest quest?
if, then no, i cant download it - i tried it with german and with english language setting - but somewhere on this board, gb-players claim to have been able to download it...
maybe it has something to do with the game's serial (us-players start with (v1) 30 or (v2) 31, eu-players with 60/61 and japanese players start with 00 or 01 ^_^).
