Hunter's License - PSOBB to PSU?

I'm not sure how the Hunter's licenses go between games, but do you think BB and PSU on PC will allow people to use the same license? I'm just asking as I'm only just getting into BB, and will probably need to take a break from it for a bit untill I get a new computer. So when PSU is out, I'd still like to play BB, but not pay for 2 licenses.

ST justifies HLs with the need for servers.

since its rather unlikely that BB and PSU will use the same servers, i'd bet on a seperate HL for PSU.

however, its not known if PS2 and PC PSU HLs work with eachother (that would be sorta cool, given the PC client is free http://pso-world.com/images/phpbb/icons/smiles/icon_razz.gif)

How do you know this? And I'd seriously doubt it, since the offline mode is an entire single-player game.
