Yes. Online, I don't think it resets, but Offline, monsters' HP will top off when you Telepipe/Ryuker to Pioneer 2 and back.

The reason why you can telepipe offline but not online is because mosters reset.

When you come back from a Ryuker offline, all the enemies are completely respawned, new HP, new TP, and a new chance of being a rare enemy.

When you telepipe online, all the information is saved on the ST servers, so the exact same enemy is reloaded. Same HP, same TP, and it's still rare or not rare depending on what it was before the telepipe. This was made like this because if the information was not saved on ST servers, then player1 may see an El Rappy, but player2 could see a Pal Rappy, then when it dies and runs away, it what item would it drop? Answer: the game would mess up really bad.
